The Change Programme Partnership (CPP) is a government-funded initiative in England to test and refine reforms to the system for children with Special Educational Needs and Disabilities (SEND). How is it structured?
- Partnerships: Nine regional partnerships have been set up, each with a lead local authority and other local partners.
- Partner agencies: Each partnership includes a collaboration of local authorities, partner agencies (like NHS trusts and Integrated Care Boards), and parent/carer and children’s groups.
- Focus areas: The program is testing various reforms, including alternative provision, transitions, and new ways to support neurodiversity.
- Delivery partner: The “Reaching Excellence and Ambition for all Children (REACh) consortium” is the national delivery partner for the programme.
